Clare practices in the areas of employee benefits and federal contractor affirmative action compliance. She assists clients in establishing, maintaining and administering qualified and non-qualified retirement plans, health plans and other types of welfare benefit plans in accordance with the complex regulatory requirements of the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code. She also prepares affirmative action plans and provides consulting services to federal contractors to enable them to comply with the obligations imposed by Executive Order 11246, The Vietnam Era Veteran Readjustment Assistance Act, and Section 503 of the Rehabilitation Act of 1973, as amended.
She has successfully represented clients before the U.S. Department of Labor and the Internal Revenue Service in audits, examinations, and settlement negotiations. She has spoken at many seminars on topics pertaining to the Affordable Care Act, federal contractor affirmative action obligations, and ERISA compliance.
Clare graduated cum laude from The Ohio State University College of Law and has her undergraduate degree in Management from Bucknell University. She is president of Friends of Lucas County Children Services, and is a board member of Diabetes Youth Services and Friends of Titan Rowing. Clare is a resident of Perrysburg and has been married to Dr. Tod Armbruster for 29 years. They have three children (Sean, Luke and Mary).
